Apex Hookahs

I am trying to figure out what are the legal issues that may come up if a venue is NOT a hookah bar and would like to have hookah for a particular event. I've encountered fire marshalls and I've heard about the health department but those are all in regards to an actual lounge. Any recommendations or knowledge would really help.
