Hookah Outside In Dc

Hi all! I've lived in/around DC all my life, but I've never tried setting up my Hookah anywhere in the city. Now, I've never had trouble with police when I set up my hookah outside on lawns at school, but I know every area is different. Given just how much police presence there is in DC, I don't want to try to set up somewhere if I'm going to be harassed within five minutes of sitting down. Does anyone have any experience setting up their own hookahs in parks/green areas in DC, and if so, how has it gone for you?
