I think it would be for the people who smoke a little by themselves occasionally and do not want to waste a whole bowls worth. BTW, any good methods to "save a bowl" instead of throwing it out? put saran rap over it maybe? or will it smoke just the same without it.
Sonthert
Tangiers needs less heat (since it has a lower water content), but cooks at a higher temperature (since the boiling point of the other stuff is higher). If you look at an assembled ceramic head, you have foil (or a screen), the ceramic material, tobacco and air. Foil is the best conductor of heat, then tobacco. Air and ceramic are very poor conductors of heat. The tobacco is the main carrier of heat through the bowl. If you leave gaps between the foil and the tobacco, heat conduction will be poorer. If heat conduction is poor, only the tobacco-y volatile notes (nicotine, mostly) will come off. It won't develop enough heat to boil the glycerine, so the smoke will be thin and harsh. Even with other brands, its a waste of charcoal to leave a big gap that compensates for using too much coal, whereas if you used less coal, you could use less of a gap, almost eliminating it entirely. There's a post around here somewhere showing with pictures how I pack a bowl. I hate to sound like a dick, but I really don't want to post the pictures again, so use the search function. Sorry, man.
