It's not because he opposes tax on tobacco per se as much as it is what this tax money is set to pay for. It's to pay for an expansion of SCHIP. SCHIP is a program which provides health insurance to children who are uninsured. The reasoning provided for the veto threat is that this is a foot in the door for socialized medicine.
