I actually just got off with a customer service rep about this very same question. The answer is no. Sort of.

They can, for no extra charge, simply give you a 3-hose with one port modified to a release valve. Yay.

So in other words you're saying, you could be purchasing a 2-hose hookah and you pay, let's say, $100 and H-S can send you a 1-hose hookah (costing let's say $80) where the release valve is converted into a hose connector. Right???

The reason I'm saying this, it's because that's exactly what happend to me with H-S, under the excuse they ran out of the 2-hose model. They didn't even bother notifying me first nor tried to refund me the difference. I had to return it.

In the whacky world of Commerce, Edmond, you could be purchasing a 16-inch Mya vortex and end up with an Iranian goat.

Like I said, they're taking a 3-port hookah and converting it into a 2-hose, 1-purge model for me... theoretically yes, they could do it the other way without telling you, but from my experience with them and from their vendor reviews on this forum, I imagine that your bad experience was probably an exceptional case of singular employee negligence. But who knows. If they acted according to company policy in that instance, it's pretty douchey (and stupid) of them.

I'm personally done with them after this next order, unless I need replacement parts, because they have crap for charcoal selection and they won't declare international shisha orders as "molasses" and/or "gift".
