Fatty Clouds

First make sure you have no air leaks in your hookah. You can do that by covering the top of the bowl (while there are NO coals!) with your hand to seal it off and pulling on the hose. If you suck air then there is a leak. This might be the problem.

Also, you may not be packing your bowl right. When I pack a bowl I usually break the shisha up with my hands (not tear it just make sure no clumps) and make sort of a heap just over the top of my bowl. I then pack it down a tiny bit, cover with foil, poke holes and get my coals on.

Your problem could also not be enough heat. Try putting 2 coals on your bowl at once. And dont place them in the center. Put them along the edges.

Its easier to take the bowl completly off the hookah and cover the top of the stem with your thumb or hand. Like he said, if you can still suck in on the hose, then there is a leak somewhere.

Well, It could be the grommet in the bowl where it connects to the stem. This would cover him on that too
