Distributors sell only to retailers, you have to have a business license and a state tobacco retailers permit to buy for distributors.  Not to mention the minumum orders are often $1000 or higher. 
While it is always attractive to "cut out the middleman," sometimes the middleman serves a purpose.  Don't forget that when dealing with any tobacco product, there are stiff regulations involved, including licenses, permits, and especially taxes.
The fact is that this industry is extremely competitive as is, and the retailers you buy from, at least most online retailers, are offering very competitive prices.

he/she is willing to sell to you, only sell in a bulk order - the size
of which is only suitable if you are selling the tobacco (I know this
because I have tried before). So you could end up with a minimum order
of like 20 250gm boxes!

Again, its no where near that easy.  Now you are posting link to chinese hookah manufacturers.  Many of these companys require a contract of $20,000 per MONTH to do business. Not to mention that half of them are fraudulent and will ask for money up front, then steal your money and send you nothing.  If they do send something, it is the wrong order or 20% damaged or defective.  And then there is the topic of. . .dun dun duuuuun US CUSTOMS.  Trust me on this one.  BAD IDEA.
Even smoke shops and other retailers are unable to handle this kind of massive risk.

I've spoken with the local Nakhla distributor here and they've invited
me to come right down to see them.  I'm not actually that
interested in getting any more Nakhla, but they were the first company
homepage I found online.  I'm hoping for some simliar assistence
from some of the others.

In the case of three kings and golden, I can't find this stuff
ANYWHERE.  I'm hoping to get some information from the company
itself in order just to find out who actually carries it here.

I appreciate the advice.  I'll keep looking.
