Way back I used to be in dorms, and I used to drop coals on the carpet all the time (maybe five times in total). But I did what Yamin recommended and no-one noticed when I left halls Could you try replacing the carpet your self? See if they'd allow you, I reckon it would be a lot cheaper than 1200 USD. Of course, I only had one burn in the carpet which i hid with the sofa, and I always kept my pipes n their bags under my bed.
