is it broken? please help

Ok so i got my hookah like 2 weeks ago used from sahara east in nyc itsthe same exact hookah that i used that day there which worked perfectly, but now i have a diff head on it for the bowl, but it fits and i cnt figer out how to make it smoke good, if anything it doesnt start to work for a while of having the coal on it and when it does the smoke is soolittle, it barely works, it works best when i put the coal directly onto the tobacco, but then it tast weird, and still doesnt pull good any opne have any suggestions or a steop by step way toi make it work well

hm, i've never had a problem with too little heat.  my suggestion to you is twofold.

1) poke more holes in the foil you are using (unless you're using a
screen, that is).  more holes = more heat, and an easier
pull.  this can also lead to a more inconsistent smoke if youare
careless, so fewer holes + more heat is also a good solution. 
there is a fine art to coal usage :)

2) make sure the ma'assel is LOOSE in the bowl.. it may be called
"packed" but you certainly don't want it so.  i pack by simply
crumbling the tobacco and letting it sprinkle loosely down into the
bowl.. then i just use my finger, or a fork, or whatever is handy to
even out the surface so it's just below the foil by perhaps a few
millimeters.  make sure you don't push it down - this will affect
how easily it pulls, and if you use fewer holes in the foil you will
need the advantage of an easier pull from whatever source you can get
it.

what kind of coals? try for a hotter-burning coal, like oliveseeds.
from my experience they give the most smoke from the least coal. 
the Abu Haitham japanese coals(not the sulfur-coated fakes...YUCK) also
burn quite hot, but still not so much as the royal or arabian nights
