i dont agree.. who says? duties is on tobacco. it is not on smoking tobacco.. chewing tobacco is dutied, snuff is dutied, heck if you wanted to cook with it, its dutied!
the duty is applied to the nature of the product, not its intended use..

now an interesting question is what are the differences in taxes if the tobacco was made in the USA vs middle east?? tangiers and others would theoretically be a bit cheaper..

I agree all of it is dutied but the most expensive duties (at least in the UK) are usually for 'smoking tobacco' and snuff is dutied at a different rate specifically. There is also duty on 'other tobacco' but its usually far far less - in the UK there is no tobacco duty applicable on 'other tobacco'.

I wonder if H-S were to use the address of the shipping company directly if they might be able to pass that flagging. Or take the risk and dont put a return address. I've done the "no return address" thing, but not with tobacco.

eh who knows.. thing is, they listed their return address as HOOKAH SHISHA .. normally its just the guys name. regardless, i'm sure their business address is flagged. Also, with such a big box, im sure it would have been opened anyway.
to top it off, they gave me the wrong tobacco :|

P.S. I noticed that on their customs declaration, they listed tobacco. normally one tries to list molasses or whatever, but not explicitately say tobacco. they listed the value as $2 but still.. they should know by now..
i wonder how much money they make from shipping because they suggested i just return it for a refund - shipping. i did this last time.. i'm a bit tired of losing $40 in shipping each time

I think some shisha companies should be like beverage companies..sell the liquid and sell the tobacco separately. Tobacco weighs less than the juices, juices aren't tobacco so the bulk of the weight wouldn't be taxed, resulting in far less money spent on duties

Mola Mix is kinda like that. The liquid part sold seperately.

little follow-up:

I wrote to h-s saying that i paid a big duties bill and was dissapointed to see the wrong tobacco in there. they said they will credit me for a free one next time.. they are always very nice and courteous to me, unfortunately, never really helps me out b/c i'm still out 140$

anyway, on closer inspection , i saw that the US customs declaration form had the exact listing of the tobacco and weight (see scanned)
So not only do H-S put their company name on the box, they declare the tobacco inside! for the canadian customs form, it says BOX UNOPENED! so they charged me simply based on H-S saying there was 850g of tobacco.
