Welcome! Pictures are good too if you can take a shot of your set up.
Could be too LITTLE ma'asell and you're just crisping it too soon instead of cooking it...
Also, have you checked out the "how cypress sets up a hookah" video?

Don't put ice! Adding things to the water is malo.Pictures are helpful...Frequently "burning" is caused by having too small an amount of tobacco in contact with the sides of the bowl OR packing the tobacco too densely. In either case, the smoke seems weak, so more charcoal is added to get the puffy clouds. If you've gone down to one coal (depending on the size of the coal and your bowl). Try packing the tobacco differently. When its packed it the bowl, and you have poked holes in the foil (or installed your screen) hold the heel of your hand over the big end (loosely) and blow through the small end (the part that hooks to the pipe) blowing through it should be slightly harder than sucking milk through a straw. It shouldn't feel obstructed, but it should feel like there's something in there. If your packing feels like its obstructed, you have too much, if it feels like blowing too easily, you have too little. Also make sure tobacco touches the sides of the bowl, fairly evenly. If you are going to not pack the bowl completely, make  sure to leave the center open, not the sides. What type of charcoal are using...if you are using natural coals or coals that here designed for barbeque (Eww...ick! By the way) how large a piece are you putting on size-wise?
