You might be able to get shisha a lot cheaper if you get it shipped discreetly from the states. Most online retailers in the US sell 250g's of nakhla for something like 7 USD I think. I guess they weigh tobacco-taxes vs health care costs to ensure a maximum of money income each year. . They tax tobacco reasonably high (a pack of cigarettes costs around 5€), but not too high, because then they would risk lots of people that quit smoking out of financial reasons, and they would lose more than they would benefit from the lower health care costs.
