What is the point supposed to be of people using two pieces of foil?

Its defiately not a waste. Two layers of foil [shiny side up] act as a heat buffer against the coals. This way excess heat stays atop the coals rather than go through the foil and constantly cook the shisha. This way the heat is obtained when pulling during smoking.

This is especially helpful when smoking alone because you want the tobacco to last longer and not taste burned..

ill never do single again unless hard up. . . .
