He still has the issue where he won't be able to serve alcohol...thats the main hang-up, It's either hookah OR alcohol, not both. And he has said he get a lot of his revenue from alcohol.

Methinks an all-outdoor based patio replete with winter-heaters may be in order...or, what is "outdoor"?
Wouldn't it be funny to just destroy the roof overhead, or just knock out a 1FT wide border in the ceiling to conform to a "outdoor" venue?

Whoops, should have read all the responses first. Just seems that if it's more about the vibe than the nicotine, that customers wouldn't mind so much. I know I wouldn't if it were a place with good service and a cool crowd.
