I am feeling like a complete moron at this point. Wow, total failure on my part. Mods!!! You know when you finish a glass of water and you can't get any more water out of that glass, but you set it down for a minute and magically there's a few drops left now? That's the remnant of the former static layer of water that lined the side of the glass to allow the water to slide into your mouth. That static layer blocks part of the flow...that is, 1/2" pipe doesn't have a 1/2" of flow, it has 1/2" minus the static layer. The static layer is roughly the same thickness on the 1/4" pipe, so a greater percentage of the 1/4" pipe is taken up by the static fluid layer.
