Look at the definition for grommet. A metal or plastic ring used to reinforce an eyelet. Whether Webster's or Wikitionary. Like in a pair of shoes that has laces? The metal rings the laces go through are grommets. I don't see anything grommet-like in a hookah. On the other hand, a gasket, from Webster's:"Gasket: A piece of rubber, etc. placed where two parts are joined or united to make it leakproof." sure sounds like those things on a hookah. Gasket.
