I don't really know, in my expierience, adding honey just boosts the
smoking temperature by a LOT, and after it gets smoking, it isnt much
better than just smoking it dry.  If its REALLY dry, and you have
the money and means to get new shisha, just get new shisha.  If
you need to revive a dry batch add a TINY bit of honey, or better yet,
buy some natural molasses from a store and use a little of that and
work it into your shisha.

sometimes you can drain the syrup from another shisha and mix it into whatever is dry. i know it might change the flavor or what not but it works. for example i left my nakhla out a few days and forgot to pack it back up it went way dry. i drained the syrup from my alfalker mellon, and mixed it with the dry shisha and brought it back to life a little. havent smoked it yet though so cant comment on that

Buy new...I'm not just saying that because I manufacture tobacco, either. Glycerine, that is sold in drug stores is not anhydrous, so there is no way to remoisturize the stuff...honey doesn't work too well...it just makes it LOOK wet, but doesn;t increase the smoke. Well made tobacco shouldn't dry out, by the way...try stirring it up, see if that helps.
