Opening A Hooka Bar Colorado

I am currently in the process of writing up a business plan for a Hookah Lounge. The only thing that I am currently struggling with are laws and limitations in Colorado. If anyone can direct me in the right place to find laws and limitations regarding a Smoking Lounge that would be amazing. Something I was wondering about is requirements on ventilation system, the amount of profit has to come from tobacco if any. What do I have to put into consideration to make this plausible and obtainable idea. I have the money to for this Hookah Lounge but need a some guidance on what to do next. what city are you planning on opening it in? Also i dont own a lounge...I do promotions work for one...but i should be able to answer any questions you might have. It just depends on what city your opening it up in.
