hookah
Hey everyone, Just had a question for all of you guys selling shisha. What are the rules pertaining to interstate sales of shisha? I've been able to locate information regarding the sale of cigarettes and cigars but nothing about shisha. Does shisha fall into those categories or is it part of something else? What types of licenses and taxes are involved with this type of business? The reason I ask is because I'm writing a paper for a class regarding the regulation of tobacco products and any input would be helpful. Thanks! alexander
I'm pretty sure that shisha is regulated as pipe tobacco. That's the extent of my knowledge though.

nars2k
It falls under pipe tobacco. To sell shisha tobacco you will need a State Sellers Permit, State Tobacco License. If your city or county requires it you will need to get the License and Permits from them also. As for the taxes, they are paid for by the buyer at the time of purchase if they are in your state. If from another state they are responsible for paying the taxes themselves.
hookah
So the buyer would only be responsible for collecting taxes on the in-state sales where the business is located? Out of state purchasers must somehow pay the taxes in the state in which they reside? Is there any way of actually enforcing that? Thanks! All good info.
