Will The Pact Act Effect Shisha?

The PACT Act, "A bill to prevent tobacco smuggling, to ensure the collection of all tobacco taxes, and for other purposes."

All that is left is for the president to sign it in to law, which will inevitably happen. I know several online retailers who sell tobacco products and are going to be closing up shop due to this bill which will make it basically impossible to order tobacco products online and have it shipped (except of course cigars, can't stop the politicians from acquiring their cigars. <_<)

My question is how will this be effecting shisha (if at all)? Edited by NJE03

Doesn't sound like it. Here is the first few lines.

Revises the definition of "cigarette" to include roll-your-own tobacco and to exclude cigars. Defines "delivery sale" to mean any sale of cigarettes or smokeless tobacco to a consumer ordered by telephone, the mails, or the Internet or other online service . Redefines "person" to include state, local, and Indian tribal governments. Redefines "use" to include the consumption, storage, handling, or disposal of smokeless tobacco, in addition to cigarettes.


It mention roll your own cigs, cigarettes and smokeless tobacco as getting taxed all the hell out of. As far as I know, much addmitingly isn't that much compared to a lot of people on here, Shisha is not roll your own, it is not a cigarette and it most deinately not smokeless. So using logic I don't think it will be.

Of course if you look at the ingrediants list on snuff, it is VERY similar to the ingrediants of shisha. I noticed this at work the other day. I was working th tobacco coral and got bored and noticed that the snuff was tobacco free (Yet you still have to be 18 to buy it WTF?), the ingrediants included molasses and glycerince.

see this is where a problem arises if i recall correctly then shisha is taxed as roll your own tobacco so if roll your own tobacco is being affected wouldnt that mean that its going to apply to shisha to because they are in the same tax class?

ok my bad i made a mistake lol its not taxed as roll your own tobacco its actually pipe. i confused myself by thinking of the discussino that weve had in the past about the tax raise on tobacco in which roll your own tobacco companies were labeling their tobacco as pipe tobacco. so yeah i jacked up lol this is what happens when im out of the loop for a while lol
