Adding Hookah To Our Gallery

recently opened a coffeeshop/art gallery doors from buffalo state college we have alot of new york city students interested in hookah as well as locals..there is a few hookah bars in town ..was wondering where to begin as far as legalities.. is shisha considered tobbaco in new york sate (ive heard different views) ? we plan on doing an outside / porch setting so do i need a lcense any help in the process fro western new york would be really helpfull..

call your local government and ask them. it's different everywhere and most local governments have business developement departments.
