Does anyone know anything about the Smoke Free Illinois Act? From what I understand, a hookah bar can be operated in Illinois as long as 80% of the gross revenue is "from the sale of loose tobacco, plants, or herbs and cigars, cigarettes, pipes, and other smoking devices for burning tobacco and related smoking accessories." Is there a way to get around this? Given these restrictions, I don't understand how ANY hookah bars are still operational in Illinois since most of the revenue would come from people smoking in the lounge.
