You are thinking way too hard. I just pile the tobacco in there until it reaches about a quarter inch above the rim. Then I mush it all down using the fork making sure that there are no stray leaf bits sitting on the rim or sticking out over the hole. Put the foil on, push down on the foil with my palm until the two circles can be seen in the foil. Pull taught, poke holes, add coals, and smoke.

I rarely get a bad bowl of tangiers anymore, and of all of em my issues are more likely acclimation related than anything.
