wow, very amazing suggestion with Rocky Votolato. More people should listen to him.
There is a radio station here in tucson, 92.9 "the mountain", and
between 8-11 they have an "acoustic sunset" and 11-1 "the chill side of
the mountain". THis is what i normally listen to when smoking and
relaxing, its a great chill feeling.
if interested, i think you can stream their station from anywhere over the web. http://www.929themountain.com/pages/listenlive.html

Thievery Corporation is pretty popular as far as lounge music goes. It's good to chill out to almost at any time of the day, and some tracks have the 'arabic dance' style you're looking for.http://www.soma.fm Has some good chillout tracks, and I suggest their following stations: beat blender, drone zone, or groove salad. I'm pretty sure they play Thievery Corporation too. No ads really either, it's all listener supported.

Depending on your likes/dislikes, check out di.fm.  They have some good ambient stuff on there.I usually either listen to DI.fm, some classical, or watch a movie.
The only problem with middle easter/arabic music is its too upbeat. And hard to chill to. So you have to go with bands like Explosions In The Sky, Red Sparrows, Mogwai or Godspeed You Black Emperor. any post rock band really.
EITS and Godspeed You! are awesome.

I can see Mogwai as being good to listen to during smoking. Thievery Corporation uses a good mix of electronic and ethnic elements, and most of their music is downtempo with very little lyrics. I'd like to point out that they're out of Washington D.C. so the music won't be a culture shock to anyone. If you like more upbeat or lyrics I suggest Zero 7 or Groove Armada.Since musical taste is all subjective I find that these chillout or lounge groups are excellent neutral ground because no one has heard a lot of them. I also find they encourage more conversation too because not everyone is focused on the music.

Plastikman, Deep Dish, some Moby and Chemical Brothers. Darude is more upbeat, but works well too. I have a 400 disc CD changer and just put it on shuffle...getting the right balance of hip-hop to electronica vs. older music is the key. There's so much Arabic music...Nancy is good Al Wabi (Sp?) good, too. My mind's a blank on Arabic. Go to an Arab store and ask what they recommend in modern style Arabic dance music.

Since most of the people that come to NO.VI cafe are teenagers, we play newer stuff. At night the place basically turns into a club when the DJ comes in and plays rap music, but during the day I play coldplay, jack johnson, or paul van dyk.

Ana and Yara aren't bad either... as for American music... anything you like... doesn't have to be slow be be relaxing... at least not for me :)

They put all those old school love/drama songs for people like "Um Kalthoum". Very relaxing and some of those songs go fo hours with no interruptions, so it puts you in the mood.

If you dig the electronic stuff i would highly suggest you pick out any of the mushroom jazz vol. 1-5 by Mark farina. Also if you like the disco house style Dimitri from paris is a must, check out either A night at the playboy mansion or After the playboy mansion.
