Starting A Hookah Bar?

First off, my apologies if I posted in the wrong area. I am a newbie in these forums, but I do have some serious questions about opening a hookah bar in California. Me and my cousin love hookah and prepare our own and we have been to a few hookah bars, but one day we decided to take our dads and uncles to check it out and they loved it and are now on boat on having our own hookah bar/lounge.
My main target area in order is Newport Beach then Irvine then Tustin. So far I've called the city in Newport and Irvine and have received the bad news that we aren't allowed to open a hookah bar due to regulations over the phone. But Tustin says that we need a "code amendment" and have to go before the council and get it approved. I'm thinking that we also need to do this for Newport and Irvine as well since in Irvine there is a fine dining/hookah bar restaurant called Caspian.
Some things I need help on is what we must do and present when we go to the city council? do we need to explain the benefits of having a hookah bar in the city? I've never been involved in something like this so i need some advice on what to do to get a hookah bar up and running in one of these cities. any help or advice is welcome

hello there, just a little heads up opening in a lounge is tustin is a bad idea there is about 4-5 already and its ghetto in there plus your close to Anaheim and close to Huntington beach which have shit ton to many, second Irvine is impossible, they have a law about smoking in Irvine because its such an annoying and rich community, you can only do it if your grandfatherd in. meaning you have to already have a lounge before they implemented the new smoking law, which was in about 2006 i think. now onto new port beach i dont think that its worth your time and money, not a lot of people down there smoke hookah, i think there is one lounge down there but i could be wrong. but i know a lot of people just drive up PCH and smoke in huntington or long beach. ok so i did a search none in newport they are like Irvine thats what erica just told me so not gonna happen. We just opend our lounge after 3 years of trying in redondo beach, yes 3 years to find someone that would let us open...fun lol but we are up and running.
