Only other brand of steam stones I've tried was Hydro, and I could not get them to smoke right at all. Instead of being in a runny juice, they were in like a thick syrup. If you were to compare the Hydro and Shiazo side by side, you could clearly tell the differences in not only quality but in the manufacturing that makes them supreme. Although 18 Euros is a little bit expensive compared to the prices we have in the UK. Vendors make a higher profit on the vortex which is why its recommended by most shops. At least in the States. Maybe people in the UK don't rip off their customers in order to increase revenue... He'd be buying a shitty knockoff Chinese Phunnel. Therefore he may just as well be better off with the Vortex. But yeah, if he/she can get their hands on a legit Tangiers Phunnel bowl, that would be ideal, whether they are using tobacco or steam stones.
