Importing Herbal Shisha Into Australia?

I really want to purchase 5 boxes of Soex Herbal Shisha (250g per box) online from Israel into Melbourne Australia. It is 100% tobacco, nicotine and tar free. Will I be charged for anything by doing this? (I know the Australian tax on tobacco is INSANE being like almost $600 for a kilo, but these do not contain any tobacco).

If I have to I can get the same amount shipped from Sydney though it'll cost about $10 extra in total, nothing big but I'd still prefer to save the $10 for the long run and import from Israel (eBay).

If you want to go through the effort of shipping non tobacco shisha, at least get something good (i.e. definately not soex), you could look into the various "stone" type stuff or look at reviews of other non tobacco ones.
