Where Can I Find Laws About Setting Up A New Hookah Place?

I live in Albany, NY, and in my area there is not even one hookah bar and it is a college town so I figured something was fishy. I want to start my own hookah place, and have about 15 grand pooled so far, Have the location planned, atmosphere, prices. I'm just stuck as I cannot find city specifc laws. 

 

I know a few cities around here have Hookah Lounges (Troy, Schenectady, Saratoga) But Albany itself does not‹‹

 

Would anyone be willing to point me in the right direction?
