I'm interested in making my own shisha also, just dont know the amounts of each ingredient. Also, does it matter what tobacco is used? Just pipe? Just a certain type of pipe tobacco?

I'm back from AZ and I find young people doing dangerous things!

First, realize to sell the stuff, you would need a federal license. Its against the law to make tobacco products anywhere food is made, either, so your home is out. First, you need the right kind of flavoring (try alcohol based food flavorings), make sure its ethanol and not denatured ethanol. You do need a better type of tobacco...to be sure. Dizzing tried this same project and had some sucess with it...look it up. (Yes, use the search). See if that helps at all.
